Direct answers
The indoor fan can blow while the outdoor cage sits dead. Usual causes: off isolator, open overload, dead capacitor, burnt contactor. A silent outdoor unit is not automatically a compressor. Keep Cool off — you are not cooling the room and you may be heating the compressor.
Isolator, then capacitor and contactor, then windings. That walk takes one visit for stocked parts. WhatsApp the brand and whether you hear a hum at the cage. Same-day outdoor electrical work is routine across Petaling, Cheras and Shah Alam routes.

It will move air and use power without lowering the room temperature. Switch the system off until the outdoor side is diagnosed. A silent cage plus a running indoor is a common way people rack up a high bill for no comfort.
Step-by-step
Isolator, overload, capacitor, contactor — the outdoor-side order that keeps a silent cage from being called a dead compressor.
Condo service ledges get switched off by contractors. The indoor display can still glow on a dead outdoor isolator.
A click then silence is often the contactor dropping. A hum is capacitor or locked rotor. Total silence is power or PCB.
After a long afternoon run the thermal protector opens. If it restarts once cool and then dies again, we look at airflow and charge, not just the protector.
Those two parts are RM 150 – 250 and RM 150 – 200 and they live in the outdoor electrical box. Most silent outdoor units end here.
Windings and amps come last. A failed compressor is RM 800 – 2,000 and is quoted beside a new unit, never sprung as a surprise.

The capacitor is a small cylinder in the outdoor unit that gives the compressor and fan motor the starting kick they need. Heat ages it faster than any other part, so it is the most common single failure in Malaysian conditions. Typical symptoms: the outdoor fan hums but will not spin, the unit trips the breaker on start, or cooling works only intermittently.
A capacitor swap is quoted from RM 150 – 250 and takes minutes — always rule it out before anyone quotes you a compressor.
The outdoor unit holds the compressor, the condenser coil and the fan that blows heat away from the coil. It can only reject heat if air moves freely through the fins, so a coil packed with dust, a unit boxed into a tight service yard, or a hot wall right behind it all raise running pressure and electricity use.
Leave at least 30 cm of clear air behind the condenser and never enclose it in a sealed cabinet or grille box.
The compressor sits in the outdoor unit and pumps refrigerant around the loop, raising its pressure so it can dump heat outside. It is the single most expensive component in the system. Most compressor failures are secondary — caused by running low on gas, a failed capacitor, a choked condenser coil or long-term voltage stress rather than by the compressor itself wearing out.
Compressor replacement is quoted from RM 800 – 2,000 — on a unit past 8 years old, compare that against a new install before approving it.

In short: Get a diagnostic first (RM 88) so the decision rests on a measured fault instead of a guess — the fee is trivial next to a wrong replacement.
Important
If the indoor unit is on but the outdoor unit is not running, the system is not cooling at all. Running the indoor unit alone wastes electricity and does not cool the room. Switch off the system and call KL Renovator.
